Marilù Porchia and Tamta Gventsadze (University of Tuscia, Italy) took part in the
Summer School “Contemporary Problems of Migration Law – International and State Perspective” (16–18 September 2025).
On 16 September, they delivered a joint presentation entitled “Externalizing Asylum: From the Italy–Albania Protocol to Future-Oriented Governance in the New Pact.” Their talk focused on border procedures and the “non-entry fiction” under the Italy–Albania Protocol and in the EU’s New Pact, the externalization of asylum through the safe third country principle, and the broader logic of anticipatory governance increasingly embedded in EU migration policy.
